BID EVALUATION

The purpose of bid evaluation is to determine the lowest evaluated substantially responsive bid among bids submitted on or before bid closing date and time specified in the RFP documents. The lowest evaluated substantially responsive bid may or may not necessarily be the lowest priced bid. To accurately determine the lowest evaluated substantially responsive bid in accordance with the terms and conditions of bidding documents, a logical systematic evaluation procedure designed to cover all aspects of the evaluation process should be followed. Evaluation of bids must be in accordance with the procedures stipulated in the RFP. Fair, accurate and transparent evaluation of bids is important to the procurement process.
